Bringing Modern Healthcare to Romania: The Euromedic
Project

I served as President and CEO of Euromedic Romania during a period when Euromedic International Ltd. was the largest private healthcare investor in Europe. My mission was to negotiate a Public-Private Partnership (PPP) agreement with the Romanian Government to develop modern hospitals and medical centres across the country.
The negotiations with the National Health Insurance House were extensive and demanding, lasting almost a year. The authorities were determined to ensure that public funds would only be invested in projects that delivered measurable benefits to Romanian citizens. To secure the agreement, Euromedic had to commit to the highest international medical standards, operational efficiency, and the implementation of state-of-the-art medical technology.
Every aspect of the project was carefully scrutinized. Only after comprehensive evidence had been presented demonstrating the long-term benefits for patients, healthcare professionals, and the Romanian healthcare system was the contract finally approved and signed.
Following the successful completion of the negotiations, the Romanian Ministry of Health requested that Euromedic establish its first medical centre in the city of Arad, where the lack of modern diagnostic facilities made the need particularly urgent. This decision marked the beginning of a transformative healthcare initiative that would bring advanced medical services
closer to local communities.

Euromedic Arad
On 18 June 2001, the first Euromedic Imaging Diagnostic Centre was officially inaugurated in Arad. The centre represented a significant milestone in the modernization of Romanian healthcare, introducing advanced diagnostic capabilities, international quality standards, and modern patient care to a region that had long been underserved.
This project demonstrated how effective collaboration between the public and private sectors can accelerate healthcare development, improve access to high-quality medical services, and create lasting value for both patients and the national healthcare system.

Euromedic Constanta
With the Arad Medical Centre already fully operational, we immediately turned our attention to the next opportunity: the development of a modern hospital in the city of Constanța, Romania’s principal port on the Black Sea.

To accelerate the project, we partnered with the German company Meintzer and acquired a fully prefabricated hospital building. While the concept offered significant advantages in terms of speed and quality, it also presented an extraordinary logistical challenge: how could an entire hospital structure be transported from Germany to the shores of the Black Sea?

After evaluating several alternatives, I proposed an unconventional solution. The hospital modules would be transported on a series of barges navigating the River Danube, allowing the entire structure to travel safely and efficiently across Europe before reaching the port of Constanța.
Even today, I vividly remember the emotions of that moment. Late at night, I stood watching as the illuminated barges slowly approached the harbor. The scene was remarkable—a complex operation executed with military precision, combining engineering, logistics, and determination on a scale rarely seen in healthcare development projects. For me, it represented much more than the arrival of a building; it symbolized the realization of a vision that only months earlier had
seemed almost impossible.
The final phase progressed with extraordinary speed. Within approximately one month of the hospital’s arrival, construction, installation, and commissioning activities were completed. We proudly inaugurated the new hospital in Constanța, creating another important milestone in our mission to bring world-class healthcare infrastructure and medical services to Romania.
The successful delivery and rapid deployment of the Constanța hospital became a powerful example of how innovation, determination, and effective international collaboration could overcome even the most complex logistical challenges. It reinforced our belief that ambitious healthcare projects could be achieved when vision is matched by commitment and execution.

Euromedic Bucharest: Building a Landmark in Romanian Healthcare
Following the successful development of the Euromedic centres in Arad and Constanța, a new and even greater challenge emerged.
The Government of Romania approached me, as President of Euromedic Romania, with a strategic request: to establish a modern extension to Fundeni Hospital in Bucharest, following the successful public-private partnership model that had already demonstrated its value in other parts of the country.
The request reached my desk through the Office of the President of Romania. It represented not only a vote of confidence in our achievements but also an opportunity to create what would become the largest private healthcare Public-Private Partnership project in Romania’s history.
Together with the shareholders of Euromedic International, we began evaluating the opportunity and developing a comprehensive plan. The vision was ambitious: to create a world-class medical facility adjacent to one of Romania’s most important medical institutions, providing patients with access to advanced diagnostics, modern treatment capabilities, and an environment designed around comfort, dignity, and excellence.
The project was developed from the ground up as a Greenfield investment. The first challenge was securing and formalizing the land rights required for construction. Once the administrative and legal processes had been completed, construction began on a modern five-level medical facility designed to meet the highest international healthcare standards.
The scale of the undertaking was considerable. Beyond the construction itself, the project required the installation of cutting-edge medical technology, advanced diagnostic systems, and sophisticated clinical infrastructure. Every aspect of the facility was carefully planned to create not only a highly efficient medical environment but also a welcoming and healing atmosphere for patients and their families.
Particular attention was given to the patient’s experience. At a time when such concepts were still uncommon in Romanian healthcare facilities, landscaped gardens were created around the building, complete with benches and relaxation areas. The objective was clear: healthcare should not only treat disease but also support the emotional well-being of patients during some of the most difficult moments of their lives.
After years of planning, construction, and implementation, the project reached its defining moment.
On December 1, 2005, the official inauguration ceremony took place in Bucharest. The event was attended by senior representatives of the Romanian Government, officials from the Ministry of Health, executives and shareholders of Business Navigation Ltd., shareholders of Euromedic International, medical leaders, and distinguished guests from Romania and abroad.
As I stood among the attendees, I reflected on the extraordinary journey that had begun several years earlier with the first negotiations for a single diagnostic centre in Arad. What had started as a vision to bring modern healthcare infrastructure to Romania had evolved into a national transformation effort.
The inauguration of the Euromedic Bucharest facility marked more than the opening of a new hospital. It represented a turning point in the modernization of Romanian healthcare and demonstrated the power of effective collaboration between public institutions and private investment. It showed that international standards of medical care, advanced technology, and patient-centered design could become a reality in Romania.
On that day, an important chapter in the history of Romanian healthcare was written, a testament to what can be achieved when vision, determination, partnership, and execution come together in pursuit of a common goal.
